Ceremonial Signing of the MSAC Partnership

Calatagan, Batangas - On March 6, 2026, the E. Zobel Foundation, Inc. (EZF), in partnership with the Department of the Interior and Local Government (DILG) Batangas Provincial Office, successfully conducted the Signing Ceremony of the Multi-Sectoral Advisory Council Memorandum of Understanding (MOU) at Enrique Zobel Technical Center Compound, Brgy. Gulod, Calatagan, Batangas.


The event was attended by faculty members, school administrators, and representatives from the Department of the Interior and Local Government (DILG) headed by the OIC Provincial Director, Mr. Robinson G. Maac.


The program started at 9:00 in the morning with an opening prayer and the singing of the Philippine National Anthem, followed by the opening remarks delivered by Dr. Rommel S. Peñaranda, Ed.D., who welcomed the participants and emphasized the value of partnerships that contribute to the strengthening of local institutions in the province.


During the program, Mr. Paulino Beunconsejo, Executive Director of the E. Zobel Foundation, Inc. (EZF), delivered a Message of Commitment expressing the foundation’s support in sharing its knowledge, skills, and experiences to contribute to the development and capacity building of Local Government Units (LGUs) in the Province of Batangas. This was followed by a Message of Commitment from Mr. Robinson Maac, Provincial Director of the Department of the Interior and Local Government (DILG), highlighting DILG’s mandate to develop the capacities of LGUs and transform them into self-reliant communities through strengthened governance and access to knowledge resources.


A significant highlight of the activity was the ceremonial signing of the Memorandum of Understanding for the Multi-Sectoral Advisory Council. The signing symbolized the collective effort of the participating institutions to work together in promoting knowledge exchange, strengthening local governance practices, and supporting programs that contribute to the development of communities across the province.


Through this partnership, the organizations commit to utilize the Local Government Resource Center (LGRC) as a platform for learning, knowledge exchange, and the adoption of best practices to support the continuous development of LGUs in the Province of Batangas.


Overall, the signing of the Multi-Sectoral Advisory Council Memorandum of Understanding marked an important step in building stronger partnerships that aim to support the continuous growth, learning, and development of local government institutions in Batangas.
